On April 24, at the CCIE-2025SMM (20th) Copper Industry Conference and Copper Industry Expo - Green Development Forum for the Secondary Copper Industry, hosted by SMM Information & Technology Co., Ltd. (SMM), SMM Metal Trading Center, and Shandong Aisi Information Technology Co., Ltd., co-sponsored by Jiangxi Copper Corporation and Yingtan Land Port Holding Co., Ltd., and specially co-organized by Shandong Humon Smelting Co., Ltd., with the support of Xinhuang Group and Zhongtiaoshan Nonferrous Metals Group Co., Ltd., Sun Jingfeng, Director of the Yingtan International Land Port Management Office, shared insights on "Building a First-Class International Inland Port and Creating a World Copper Raw Material Distribution Center." I. Overview of the Land Port Total planned area: 13.4 square kilometers, completed area: 1,164 mu, total investment: 2.2 billion yuan, core area: 554 mu. "Six-in-One" Development Model Focusing on the copper industry, the model aims to build an international land port with "port relocation, on-site documentation, sea-rail intermodal transport, and seamless connection," creating an integrated open platform for the Yingrao-Fuchang copper-based new materials cluster, encompassing import and export trade, processing, bonded warehousing, spot copper delivery, and supply chain finance. Yingtan International Land Port Transportation and Storage Center ► Customs Supervision Operation Site Officially launched on May 8, 2023, the site primarily handles import and export inspection functions. It covers an area of over 80,000 square meters, with a designed annual throughput capacity of 20,000 TEUs and an annual inspection capacity of 10,000 TEUs. After its launch, it effectively relocates port and customs functions, allowing enterprises to handle customs declarations and inspections locally, achieving "one-stop" customs clearance. The site is currently fully operated by Yingtan Customs. ► Sea-Rail Intermodal Transport Currently, sea-rail intermodal transport routes have been established between Ningbo Beilun, Xiamen, Fuzhou, Quanzhou, and Guangzhou Nansha and Yingtan International Land Port, achieving seamless two-way connections with coastal ports. Import and export goods include secondary copper, copper concentrates, copper cathode, aluminum ingots, fertilizers, copper products, and grains, with customs clearance in Xiamen Port taking one and a half working days and round-trip rail transport from Ningbo Beilun Port taking five days. To date, Yingtan International Land Port has partnered with several internationally renowned shipping companies, including COSCO Shipping, Maersk, MSC, ZIM, Wan Hai Lines, Evergreen Marine, and PIL, covering import routes across Europe, Asia, Africa, and the Americas, achieving the initial goal of "buying globally." ► Bonded Warehouse In 2024, the bonded warehouse completed inbound cargo volume of 17,100 mt, with bonded goods value of 1.034 billion yuan, deferring VAT of 131 million yuan. In 2025, the bonded warehouse is expected to handle inbound cargo volume of 50,000 mt, with goods value of 3 billion yuan. The bonded warehouse has attracted internationally renowned warehousing and operation management companies such as Shanghai Guochu Logistics and Pacorini Group (PGS), providing top-tier technical and team support for warehousing services. ► Overseas Warehouses Thailand Warehouse: Alibaba Group, PGS Warehouse: LME South Africa Warehouse, Ningbo Zhenhai Warehouse: Lingang Intelligent Warehousing (Ningbo) Co., Ltd. ► Sea-Rail Intermodal Transport Currently, sea-rail intermodal transport routes have been established between Ningbo Beilun, Xiamen, Fuzhou, Quanzhou, and Guangzhou Nansha and Yingtan International Land Port, achieving seamless two-way connections with coastal ports. Import and export goods include secondary copper, copper concentrates, copper cathode, aluminum ingots, fertilizers, copper products, and grains, with customs clearance in Xiamen Port taking one and a half working days and round-trip rail transport from Ningbo Beilun Port taking five days. ► China-Europe Railway The Yingtan International Land Port officially launched the China-Europe Railway on May 29, 2022. In April 2023, it was included as a scheduled station on the China-Europe Railway route. In July 2023, the Yingtan Land Port was listed in the National Development and Reform Commission's (NDRC) National Land Port-Type Logistics Hub Construction List. Central Region Nonferrous Metals Trading Center ► Agglomeration of Copper Processing and Renewable Resource Utilization Enterprises Officially launched on May 9, 2023, the center has attracted 268 enterprises, including representative companies such as Xingqi Group, Yucheng Group, JCC Renewable Resources, and Changsheng Precious Metals. ► Central Region Nonferrous Metals Online Trading Platform B2B Trading Platform: Includes information release, enterprise registration, online contract signing, online payment, guaranteed transactions, invoice management, and logistics delivery. The platform is developed by Alibaba's Ewtp team and collaborates with Hainan Commodity Exchange to create a secondary copper trading track, enabling the listing and trading of secondary copper (non-standard products). Secondary Metal Spot Trading Center Buyers and sellers can inspect goods on-site, facilitating flexible and convenient transactions. The center meets the short-term warehousing, logistics transportation, cargo storage, trade negotiation, and office needs of copper processing enterprises. It features a 50,000 square meter modern warehouse. Secondary Metal Intelligent Inspection Platform Under the General Administration of Customs' initiative to promote smart customs construction and the "Smart Customs, Strong Country" action, the platform optimizes the inspection and supervision process for imported secondary metal raw materials by leveraging intelligent inspection. It enhances the customs' smart supervision capabilities for resource-based metal raw materials, ensuring the smooth import of high-quality secondary metal resources and stabilizing the domestic metal raw material supply chain and industry chain. By launching the integrated intelligent inspection and supervision platform for secondary metals, Yingtan International Land Port has established a mature risk assessment model, achieving risk classification under the "red-yellow-green zone management" requirements. The platform improves the efficiency of inspection and supervision for imported secondary metal raw materials, ensuring precise and effective supervision while promoting standardization, accuracy, and intelligence in secondary metal raw material inspection and supervision, forming replicable and promotable best practices to ensure that resource-based secondary metal goods are "well-managed, freely released, and quickly cleared." Import Secondary Metal Transit Since August 2024, the declaration and operation of import secondary metal transit and transshipment at Ningbo Port have been fully informatized. To date, 117 TEUs of secondary copper have been imported through the pilot program, with a total weight of approximately 2,925 mt and a value exceeding 222 million yuan. ► Achievements Achievement 1: Reducing port滞留时间, effectively lowering enterprise financial costs, enhancing the ability to ensure supply and stabilize prices for copper raw materials, and improving the copper industry supply chain. Achievement 2: Reducing往返口岸产生的费用, enabling采购商 to第一时间掌握货物质量 and化解贸易纠纷. Achievement 3: Large trade groups adopting centralized procurement models to import raw materials to Yingtan, helping enterprises procure first-hand货源, reducing procurement and capital占用成本 by 700-800 yuan per mt. With an annual import of 400,000 mt of copper raw materials, the comprehensive cost can be reduced by approximately 280 million yuan. Achievement 4: Fostering a local "集货" supply model,活跃区域铜产业贸易, and forming a copper product distribution center and physical trading platform. Nanchang Customs Copper Testing Center Operational To better serve the testing of copper raw materials and products, the Nanchang Customs Technology Testing Center has established a copper raw material and product testing laboratory at Yingtan International Land Port. Located in the customs supervision operation site office building, the laboratory covers an area of 1,500 square meters and is equipped with over 60 high-precision testing instruments. The laboratory provides technical support for the full-chain intelligent inspection and supervision of imported secondary copper and copper concentrates, from source to port to destination. After operation, the laboratory will provide testing services for secondary copper, copper concentrates, and various chemical products for enterprises in the surrounding areas of Yingtan City, effectively reducing the waiting time for inspection results by 3-4 days and saving enterprises the cost of往返南昌.
